SINCE the first appearance of this work, nineyears have elapsed, during which period translationsof it have been published in France, Sweden,Germany, and Russia, as well as in Portugal andBrazil, and two editions of it have been given inthe United States of America. Encouraged bythese unequivocal proofs of approbation, and bythe kind offers of assistance from several eminentpersons in Brazil, and from others attached to thePortuguese interests in this country, I have atlength, and I trust not prematurely, venturedagain to submit it to the notice of the Public.In its present form, it is divested of some details,which however interesting at the period of itsfirst publication, have ceased to be so; and theirplace has been supplied by matter of higher andmore lasting importance, collected from officialdocuments relative to Brazil, and from private[vi]memoranda communicated by pe
