This is the second volume in the series of“David A. Wells Prize Essays” establishedunder the provisions of the bequest of the lateDavid A. Wells. The subject for competitionis announced in the spring of each year andessays may be submitted by members of thesenior class in Williams College and by graduatesof not more than three years’ standing.By the terms of the will of the founder the followinglimitation is imposed: “No subjectshall be selected for competitive writing or investigationand no essay shall be consideredwhich in any way advocates or defends thespoliation of property under form or processof law; or the restriction of Commerce in timesof peace by Legislation, except for moral orsanitary purposes; or the enactment of usurylaws; or the impairment of contracts by thedebasement of coin; or the issue and use byGovernment of irredeemable notes or promisesto pay intended to be used as currency and asa substitute for money; or which defends the[viii]endowment of such ‘paper,’ ‘notes’ and‘promises to pay’ with the legal tenderquality.”
The first essay, published in 1905, was“The Contributions of the Landed Man toCivil Liberty,” by Elwin Lawrence Page.The subject of the f
